The fourth code has the responsibility to EVALUATE all data and information being made available for monitoring and examination by COURT and VASS respectively, and then to conduct elections and the allocation of positions of offices to the key players, stakeholders of the organization and state to lead at the sub-sectors being defined by VASS to elect leaders at all levels.
